CPF 2027: personal contribution raised to €350 — what’s changing and how to prepare

30/09/2026 · Claudia S

The 2027 draft budget plans to raise the CPF personal contribution from €150 to €350, along with a new mandatory pre-enrolment questionnaire. The good news: employer co-funding of at least €150 exempts you from it entirely.

What the 2027 draft budget means for the CPF

Since 2023, holders of a Personal Training Account (CPF) have had to pay a €150 personal contribution whenever they enrol on a training course. The 2027 draft finance bill plans to more than double this amount, raising it to €350. Two new measures would accompany this increase:

  • A pre-enrolment questionnaire, designed to check the relevance of the training project before any financial commitment.
  • A full exemption from the personal contribution as soon as your employer co-funds the training with at least €150.

Why this reform is a game-changer for employees

With a €350 personal contribution, many training projects risk being postponed or abandoned, particularly for people with a limited CPF balance. Although the pre-enrolment questionnaire aims to tackle low-value training, it adds an extra administrative step that may discourage individual applications.

On the other hand, the way out is clear: involving your employer in the funding not only wipes out the personal contribution, but also strengthens the legitimacy of your career project in the eyes of the company.

The key: plan ahead and get your employer on board

In this new context, taking action before the end of 2026 is a winning strategy on two counts:

  • You still benefit from the current conditions (€150 personal contribution) if you enrol before the reform comes into force.
  • You have time to put together a co-funding request to your employer, which would exempt you from the personal contribution even after 2027.

To convince your HR manager or line manager, rely on concrete arguments: skills you can put to use straight away in your role, return on investment for the team, alignment with the company’s objectives.
